The selection and promotion of teaching and research staff at universities falls within the framework of university independence set out under
Organic Law 2/2023, of March 22, of the University System
When exercising this independence, universities establish internal procedures to select and promote their teaching staff, and which may include preliminary assessment by ACSUCYL of the academic curricula of those making an initial application to certain permanent teaching posts.
For this purpose, the Agency includes this assessment programme in its Catalog of Evaluation Services, such that universities may

this service which, subsequent to approval by ACSUCYL’S
Board of Directors
and the signing of the corresponding contract, will give way to the assessment process.
ACSUCYL conducts assessment of the applications for evaluation received from universities through the Teaching Staff Assessment Committee , which is responsible amongst other tasks for:
Planning and coordinating the assessment process.
Designing, approving and publishing the assessment criteria and methods.
Adopting joint final assessment decisions.
In order to perform its tasks, the committee draws on the advice provided by panels of experts.
