Presentation of the programme

Inside of Regional Research and Innovation Strategy for Smart Specialization (RIS3) of Castilla y León 2014-2020, the Excellent Science and Technological Leadership Program establishes as a specific objective the increase in scientific quality and the socioeconomic impact of research activity, being aid for the coordinated purchase of scientific equipment that avoids duplication and increases the efficiency of public spending is one of the actions included in the aforementioned Program. In this context, on October 17, 2014, the collaboration agreement was signed between the General Administration of Castilla y León and the public universities of Castilla y León to promote the creation of a network of shared scientific and technological equipment in Castilla y León called Network infrastructures of Castilla y León (INFRARED).

The calls for subsidies for the acquisition of this equipment have the collaboration of the Agency for the Quality of the University System of Castilla y León (ACSUCYL) in the evaluation of the applications submitted.

Process and criteria

The evaluation of the applications submitted to the competitive calls for subsidies for the acquisition of shared scientific equipment within the framework of the network of shared scientific-technological equipment in Castilla y León called "Network Infrastructures of Castilla y León (INFRARED)" co-financed by the European Regional Development Fund, is carried out according to this manual:

The calls in which ACSUCyL has collaborated can be consulted in the following file. The evaluation criteria to be applied appear in the calls. The General Directorate of Universities and Research of the Ministry of Education has only requested the Agency to evaluate the criteria related to the "Scientific-technical quality of the research and adequacy of the scientific equipment requested for the execution of said research"

Assessment body

ACSUCYL conducts the assessment of research results through the Research Assessment Committee , which is responsible amongst other tasks for:  

  • Planning and coordinating the assessment process.

  • Designing, approving and publishing the assessment criteria and methods.

  • Adopting joint final assessment decisions.

For the development of its functions, the Commission seeks the advice of experts. Each request, in general, is assessed individually by two experts in the requested infrastructure, acting as “blind peers”.
