establishes the power of the regional directorate general for research at the Regional Government of Castilla y Leon to assess and recognise the category of Castilla y Leon consolidated research unit for those research groups composed of researchers who meet a series of individual requirements and accredit as a group certain indicators of scientific capacity coupled with a common research path.
During the assessment process, the competent regional directorate may seek the cooperation of the Quality Assurance Agency for the University System in Castilla y Leon (ACSUCYL) to carry out amongst other aspects:
An individual assessment of researchers who may not apply for an assessment of their scientific merits in accordance with Royal Decree 1086/1989 of 28 August governing university teaching staff pay (six-year research bonus), with the same criteria as those established for the assessment of said six-year periods.
Assessment of the group’s scientific contributions in certain fields where the classifications of the scientific journals by impact factor are not applicable, “Subject Category Listing” of the “Journal Citation Reports (Science Citation Index)” and the “Journal Citation Reports (Social Science Citation Index)”.
ACSUCYL conducts the assessment of research results through the Research Assessment Committee , which is responsible amongst other tasks for:
Planning and coordinating the assessment process.
Designing, approving and publishing the assessment criteria and methods.
Adopting joint final assessment decisions.
For the development of its functions, the Commission seeks the advice of experts. Each request, in general, is assessed individually by two experts in the requested infrastructure, acting as “blind peers”. Applications can be evaluated by more than two experts, in accordance with the provisions of the
