The
Law 3/2003, of March 28, on Universities of Castilla y León
establishes that one of the powers of the Quality Assurance Agency for the University System in Castilla y Leon (ACSUCYL) is to issue assessment reports prior to the funding of research projects to be carried out by universities and research centres based in Castilla y León.
Within the scope of this power, various bodies who issue calls for funding research projects may seek ACSUCYL'S cooperation in the assessment processes for the projects:
The ex-ante and ex-post evaluation of ACSUCYL research projects and programs is carried out according to the procedure established in the following evaluation manual:

In order to support and / or guide researchers in the drafting of their research projects, ACSUCYL has drawn up the following recommendations:
ACSUCYL conducts the assessment of research projects through the Research Assessment Committee , which is responsible amongst other tasks for:
Planning and coordinating the assessment process.
Designing, approving and publishing the assessment criteria and methods.
Adopting joint final assessment decisions.
For the performance of its functions, the Commission seeks the advice of experts. Each research project or program, in general, is evaluated individually by two experts on the subject of the project or program, or linked to any of the areas of knowledge of the same, acting as “blind pairs”. Only in the event that the aid or subsidy requested by the projects is equal to or less than 13,000 euros, the valuation is carried out by a single expert.
