Research projects (competitive calls)

The   Law 3/2003, of March 28, on Universities of Castilla y León establishes that one of the powers of the Quality Assurance Agency for the University System in Castilla y Leon (ACSUCYL) is to issue assessment reports prior to the funding of research projects to be carried out by universities and research centres based in Castilla y León.

Within the scope of this power, various bodies who issue calls for funding research projects may seek ACSUCYL'S cooperation in the assessment processes for the projects:

• The regional ministry responsible for universities at the Regional Government of Castilla y Leon by virtue of Agreement (1.929 kbytes) signed to that effect.
• Bodies and agencies linked to other regional ministries at the Regional Government of Castilla y Leon, in accordance with the previsions set out in the Agency's Annual Action Plan , through a specific cooperation agreement signed to that effect.
• Universities and other entities to whom the Agency offers this assessment programme in its Catalog of Evaluation Services, such that universities may solicitar la prestación (111 kbytes) this service which, subsequent to approval by ACSUCYL’S Board of Directors and the signing of the corresponding contract, will give way to the assessment process.

The ex-ante and ex-post evaluation of ACSUCYL research projects and programs is carried out according to the procedure established in the following evaluation manual:

In them you can also view the "evaluation methodology" used in each evaluation process, in which the guidelines, references or evaluation rubric used to apply the evaluation criteria established in the different calls are specified, as well as those elements and aspects that the evaluation bodies take into consideration for the motivation of their evaluations and reports:

In order to support and / or guide researchers in the drafting of their research projects, ACSUCYL has drawn up the following recommendations:

ACSUCYL conducts the assessment of research projects through the Research Assessment Committee , which is responsible amongst other tasks for:  

• Planning and coordinating the assessment process.

• Designing, approving and publishing the assessment criteria and methods.

• Adopting joint final assessment decisions.

For the performance of its functions, the Commission seeks the advice of experts. Each research project or program, in general, is evaluated individually by two experts on the subject of the project or program, or linked to any of the areas of knowledge of the same, acting as “blind pairs”. Projects or programs can be evaluated by more than two experts, in accordance with the provisions of the Manual de evaluación de proyectos y programas de investigación (574 kbytes)   Only in the event that the aid or subsidy requested by the projects is equal to or less than 13,000 euros, the valuation is carried out by a single expert.

The work undertaken by the members of the committee and the experts in the scientific panel is subject to the Agency's Código Ético (556 kbytes) .
