Assessment of pre-candidates or candidates for teaching staff posts within the framework of universities’ own calls

Selection and promotion of university teaching and research staff falls within the framework of university autonomy as set out by  Download of type document PDFOpen a new window Organic Law 2/2023, of March 22, of the University System  

When exercising their powers of autonomy, universities establish internal procedures for selecting and promoting their teaching staff. Said procedures may include a prior assessment by ACSUCYL of the candidates and pre-candidates applying for posts as teaching staff.

For this purpose, the Agency includes this assessment programme as part of its List of Assessment Services, such that universities may  Download of type document DOCXOpen a new windowsolicitar la prestación (111 kbytes) service which –subsequent to approval by ACSUCYL'S Board of Directors and the signing of the corresponding contract– leads to the assessment process.

Process and criteria

Assessment of the applications submitted to the universities’ calls to select or pre-select teaching staff is carried out by ACSUCYL in accordance with the procedure established in the following assessment handbook:

The file also shows the “assessment method” used in each assessment process, detailing the guidelines, benchmarks or assessment rubrics used to apply the assessment standards laid down in the various calls together with the elements and aspects taken into consideration by the assessment bodies to justify their assessments and reports:

Assessment bodies

ACSUCYL carries out since 2024 the evaluation of applications for assessment which it receives from universities through its  Teaching Staff Assessment Committee  which, amongst other tasks, is responsible for:   

  • Planning and coordinating the assessment process.
  • Designing, approving and publishing the assessment standards and methods.
  • Jointly adopting the final assessment decisions.

In order to carry out its tasks, the Committee seeks the advice of experts, such that –generally speaking– each application (unless the contract signed with the university specifies that only one expert will be involved) is assessed individually by two experts in the applicant’s field, who thereby act as “blind peer reviewers”.

The members of the Committee as well as all of the experts who take part in these assessment processes are linked to entities outside Castilla y León, and their actions are subject to the Agency's  Download of type document PDFOpen a new windowCódigo Ético (556 kbytes)

Prior to 2014, the evaluation of these applications was carried out by ACSUCyL through its Research Evaluation Commission.
