Real Decreto 640/2021, de 27 de julio, de creación, reconocimiento y autorización de universidades y centros universitarios, y acreditación institucional de centros universitarios (245 kbytes)
establishes, as part of the requirements for the accreditation of courses in the applications for authorisation from universities, the submission of a degree development plan by area of knowledge, which must be evaluated by the body of the autonomous region in which the university is located. Said plan must also be submitted in cases of already established universities who wish to implement degrees in a field in which they do not currently offer courses or in the case of centres who teach in accordance with foreign educational systems.
In the procedures for authorisation undertaken by universities to the regional ministry responsible for universities at the Regional Government of Castilla y Leon, said regional government shall request the corresponding report from ACSUCYL.
ACSUCYL conducts assessment of the files through the Institutional Quality Assessment Committee , which is responsible amongst other tasks for:

Adopting joint final assessment decisions.
In order to perform its tasks, the committee may seek the advice of experts who, when necessary, may set up assessment committees to act jointly.
The work undertaken by the members of the committee and the experts on the committees is subject to the Agency's
