The regulation of centres at public and private universities, established at a national level by Real Decreto 640/2021, de 27 de julio, de creación, reconocimiento y autorización de universidades y centros universitarios, y acreditación institucional de centros universitarios (245 kbytes) , is carried out in the context of Law 3/2003, of March 28, on Universities of Castilla y León , through the procedures for the creation of university centres (public universities), the recognition of university centres (private universities), their modification or suppression, as well as affiliation of higher education centres to universities.
When carrying out all of these procedures, the regional ministry responsible for universities submits the files to the Quality Assurance Agency for the University System in Castilla y Leon (ACSUCYL) for the pertinent report to be issued in its capacity as the external assessment body for higher education system in Castilla y Leon.
Likewise, in the specific case of doctorate schools, defined by Real Decreto 99/2011, de 28 de enero , regulating official doctorate courses as units which universities may set up with a view to organising within their scope of management the courses and activities inherent to doctorate studies, the regional ministry responsible for universities requests from ASCUSYL an assessment report, pursuant to Decree 65/2013, of 3 October regulating the creation, modification and suppression of doctorate schools at universities in Castilla y León, and Order EDU/995/2013, of 26 November, implementing Decree 65/2013, of 3 October, regulating the creation, modification and suppression of doctorate schools at universities in Castilla y León.
ACSUCYL conducts assessment of the files through the Institutional Quality Assessment Committee , which is responsible amongst other tasks for:
Planning and coordinating the assessment process.
Designing, approving and publishing the assessment criteria and methods.
Adopting joint final assessment decisions.
In order to perform its tasks, the committee may seek the advice of experts, who may set up assessment committees in order to act jointly.
The work undertaken by the members of the committee and the experts in the committees is subject to the Agency's Ethical code (542 kbytes) .
